There is a thing called constitution etc. Sure, in Communist systems, the legislative can decide against the constitution, but didn't they do that in the Weimar Republic as well? The cause that Stalin got power was just that nobody was there to protect the constitutional rules.

Russia fought in Chechnya for so many years, just for comparison Chechen population 1MM vs Russia 150MM. Since 1996 Russia recently gained control over Chechnya, not sure if for long.
