As far as I can tell, this happened in Tagajo city and the footbridge is at these coordinates: 38° 17' 23.53" N 141° 00' 32.38" E .

海沿いの地域にはビルの屋上や歩道橋などに丈夫な縄付きの浮き輪の設置を義務づけた方が良いですね。こういう時、側に浮き輪があれば直に助けにいく事は出来ないけど、浮き輪があったら投げて救助の補助くらいは出来るかもしれませんね！

@1harmony4u エスティマの人は歩道橋に上手く上れて助かった。泳いだ人も最後で分るけれど水の勢いが
緩いところで足が地面についた高さになったので歩いて近くの建物に上って助かっています。
