Try going to the moving patch of grass furthest away from you.

Repel helps avoid any pokemon that try to appear on patches of grass that didn't move.

Well.. the larger the chain, the better chance.. all it really needs is patience, time, luck, and repels. Max Repels. Lots of 'em. I chained and found shiny Larvitar at chain 4. In previous games you had a 1:8192 chance to find a shiny randomly.. same odds with eggs and trainers and all other versions way back to Gold Silver Crystal era. With the pokeradar, however, you can get a 1:1 ratio. The good thing is you can choose what shiny you want to get by simply chaining it in the wild in grass.

Use a repel. use the pokeradar, go to any grass that moves, defeat the pokemon that appears, the pokeradar will automatically be used again regardless of battery. To keep your chain going as long as possible, go to the moving grass that is the same as the one you first encountered your desired pokemon. Make sure there is 4 moving patches, never enter grass at the perimiter of the patch you are in, always go to the one farthest away. DO NOT use a bike, and DO NOT leave the grass.

DO NOT go to moving grass that is right beside another. DO NOT walk upwards after a battle this could break your chain. If you use a repel, restart the radar. Walk ~100 steps without going into moving grass and use the radar again. This will NOT break your chain.

You get it after you at least see the 150 pokemon in the Sinnoh dex. Go and see Professor Rowan and he should give you the National Dex, and go to Pal Park after Rowan gives you the Radar. Professor Oak should give you the app there. Its been a while since i got it, so i mught not be accurate but i do know you need to see 150 pokemon.

first, i got a ditto using a poke radar in the route right before canalave city. next poke radar u beat sinnoh dex and elite 4 go talk to the professor and he gives u poke radar. u go to ur special items and equip it. super rod is on the way to survival area. its the guy in a fishing suit in front of a building that takes u to a route

Once you see all 150 pokemon (Beat elite four, go to Iron island via Canalave city and get the Riolu Egg, and Don't forget to go to Solceon Ruins to see an Unown. That helped me get my last 5 pokedex entries) Then go back to Sandgem town to see Prof Rowan. He introduces you to Prof Oak and gives you the Poke-Radar aswell as the National Dex (484-Pokemon Pokedex) Poke-Radar allows you to catch non-sinnoh pokemon like Fearow. Who is a "rare" (as in non-sinnoh) pokemon.
