Put one hand over the other and make a fist with the bottom hand (just for reference, don't keep your hand like that) and have the palm facing down on the top hand. Put your dominant hand on top. Snap the fingers on top and as you snap the fingers on the bottom, bring your top hand down on the bottom hand after the snap is complete so the top hand's palm is flat on the top of the "fist" of the bottom hand.

They were switching them up in the movie. It's one of the things that was criticized about this movie. They mixed up all the uniforms, maybe to give it a "transitional" feel, but in the end ended up looking stupid.

This stems from him pushing Dr Crusher into some water in a attempt to be funny. Later the chip malfunctions and becomes fused into his head so throughout the movie we get some interesting scenes of his emotions popping up since he can't control them. Hope this helps.
