Actually, I researched the bridge thing and it is not a wasteful expense. There is a little island south of the bulk of Alaska that has practically nobody living their; however, most of the freight that comes to Alaska comes to a small airport at this island, where it then has to be put on cargo ships to be transported to the mainland. If the bridge was built, then it would have increased transportation time/efficiency and reduced energy usage. Never heard about the "bear project" specifics.
