The high fence surrounding the Refuge is to keep the elk out of Jackson itself. It's only function is to prevent the elk from feeding in town on their way south on their migration.The high fence is helping contain the elk for the wolves.

The state is paying sharp shooters to come in and shoot the elk instead of selling extra tags to hunters
