not necessarily, there are situations in which diving for a ground ball or fly ball is not considered an error. for example, if there is a hard hit ground ball down the line or to the left of the third baseman and he hits it with his glove to stop it from going to the outfield, but did not catch it cleanly. then gets up and would not have had a legitimate chance to record the out if he had fielded it cleanly it would have been ruled an infield single instead of an error.
