Beware of immigration lawyers who tell you not to look for jobs until after you finish your application. They do this to prevent you from finding out that there is no jobs in Canada, because they want you to complete your application so you pay all their fees. They fear you will suspend the application in the middle and they will lose money if you discover the lack of jobs.

Immigration to Canada is a scam and rigged with corruption at all levels.

You can set up a business as long as it is not some of the regulated professions i.e engineering, doctor, accountant, and others. If yours is regulated you first need license, which requires exams, fees and "Canadian experience" for which you first need to find a job! You should check for your profession at "Business Canada" web (google it) but it can be a long, difficult and costly process so check very carefully

because you may find you cannot work after you arrive.

Beware of immigration agencies in Canada. They operate as follows: When you want to ask for any help they ask you to register first. Then they give you panflets, interviews and workshops for "job search". ALL BULLSHIT. Nothing they do help
