Really? Dazed and confused, it’s closer to 10 its not really funny. My top 5 are:

Harold and Kumar, Pineapple express, Big lebowski, Friday, and fast times at ridgemont, no real order because it doesnt matter. I havent seen all of cheech but from the parts I have I didnt find it that funny, it doesnt have much of a plot but thats just me, everyone likes different stuff it would be closer to 6 or 7 for me. I think its overrated just because it started the stoner films.
