it works like this : 2 wrestlers will fight and the loser will be put in the shark cage and stand above the ring until the show is over , but the catch is this match it will be used just at the start of the show ( if it was in main event it doesn't have any sense )

@Movm3ntmov3in Chris Jericho has explained it repeatedly over the years. Most of the guys he faced back in WCW were his size or smaller. When he got to the WWF/E the guys he would face were often much larger than he is. He often couldn't lock them into the Lion Tamer and have it look effective. The Boston Crab was much easier to put on and looked just as effective.
