The intro is brilliant but the moment the guy, Japanese or English opens the mouth to sing it just goes down hill from there.

Can you choose between both the english and japanese opening in the US/PAL versions?

yes, in the setting you can select japanese or english voice (not text) in the cutscenes or in the battles and if you select japanese you get the japanese intro and not the english one. and if english you get the english one
