I think they use that phrase because Naruto says the japanese sentance ending 'dattabyo' a lot of the time, and that phrase best fits the mouthing and meaning. I mean, I think. Japanese version =MUCH BETTER. they cut out parts in the english version, too!
Dattebayo is something said to signify being done saying something. NOTE = In the japanese version, Naruto ends sentences with this phrase while: laughing, crying, asking questions, being barely conscious, etc.
