Watching the YouTube clock, the gun goes just as the tmer ticks over to 1:04.
The Blue is passed at 1:17. (13s)
The Green is passed at 1:19. (15s)
The Black is passed at 1:21. (17s)
The Yellow is passed at 1:23. (19s)
Theres a marker just after Tippins passes the yellow runner in Brian Golden.
At 01:25, Tippins passes the 200m mark. (21s)
It appears Tippins has run the first 191m in sub 22s on a grass track going around runners.
Entire field covered in under 23s.

Put this in perspective the runner in white is Clay Watkins (PB of 46.99) who recently ran 21.64 for 200m. Duncan Tippins and Clay started off the same mark ogf 9m. Dunc is nearly 10m in front of Clay at the 200m and Clay ends up 2nd in the race. The first runner Duncan passes is the blue of Leon Burckhardt who started off 21m, thus Tippins peeled off the 12m inside the first 100m. He had passed all but Palmer by the 180m and took another 30m before he swept passed Dave Palmer. Incredible!
