you don't get arrested for riding one. you get arrested for committing an arrestable offense. there is no law that says you can't ride a skateboard. the law is you can't ride a board in certain areas. it's a common law found in many cities.
the officer made clear and reasonable lawful orders which the skaters chose to blatantly refuse. don't blame the officer for the skaters' own actions.
it didn't have to come to this. all they needed to do was heed the many warnings they received.
