Usain Bolt ran a maximum speed of 28mph in his fastest 100m time.
30mph speed cameras go off at 34, meaning this guy would need to be running at least 9.5% faster than Bolt, which would mean he would finish the 100m in under 9 seconds.
Assuming this is a 30 zone then I reckon 13.5m/s (30mph) could be possible for a sub 10s 100m athlete, but only if the gradient was downhill (you can't really tell from this film), and there was a following wind. The lack of spikes for extra grip would be a hinderance though, as would the fact that sub 10 second athletes don't grow on trees... well perhaps they do Jamaica, but not on the North Circular they don't.

I saw something once, I think it was Top Gear, where a Formula 1 car raced a runner over 100 yards - can't remember who won, but it was close!! so who knows...
@Extreme57 If Usain Bolt can run at over 30mph for a hundred metres I'm pretty sure it's possible to achieve that speed for a shorter distance. Speed trap markings are only 30-50m I think.
It clearly is possible. 30mph equates to running the 100m in 7.5s (you do the maths) ... but this clearly is a shorter distance, so he just had to hit top speed for a spit second

This is fake! Those cameras are set to flash at higher than 30 mph. No way you can run at 33-34 mph.
