@2004jayrayne Paint doesn't have support for alpha layers or transparency in general. You can download Gimp though, it is free and much like Photoshop. Just google it.

Usually people who do stuff like that use a drawing pad, external input device. What he meant by making one was just getting them in to the game.

Yeah, I mean, making a tattoo from scratch just takes general graphic skill, it isn't really related to SL. I was just showing how to get a tattoo from an image all the way into SL.

Actually making a tattoo requires talent and skill, making a tattoo in photoshop requires basic skills in photoshop along with tallent and skill. This video is not about how to make a tattoo, but about how to take a tattoo and make it in Second Life

thanks man great tutorial I have one extra question how to apply a tatoo pic on arm template and after uploading have only on 1 arm lets say left arm on my avatar cuz to be honest I have no idea and is there an template on whole avatar which I can download ?

I'm afraid there isn't a way to have something on the template be on only one arm because the way the UV mapping works in Second Life. All of the textures would have to be simultaneously updated on both grids.
