In Victory, God Ginrai is 100% robotic since God Ginrai killed Devil Z/Blackzarak, which in turn gave life to the Autobot transectors. So God Ginrai doesn't have the human called Ginrai, the same applies to Minerva and all the others.
That was in Masterforce. This is Victory. Masterforce is where humans use bracelets to become the Transformers. Some are Autobots and others Decepticons.

No, Optimus is not God Ginrai. God Ginrai started out in the show Masterforce. He was a Transtector (inanimate Transformer) that was bonded to a truck driver named Ginrai. As the series went on it was revealed that in time the Transtector would become a full Transformer with it's own personality and no longer need a human for binary fusion. God Ginrai in Victory is a full Transformer that has nothing to do with Optimus. He'd be called God Convoy if he was. Convoy is the Japanese name for Optimus
God Ginrai originally as Ginrai - the truck cab was meant to be the new body for Optimus Prime ( Convoy in Japan)
However a mysterious being known as Devil Z stole the body and hid it on Earth with other Godmaster supposedly biding his time to conquer Earth.
What Devil Z did not realise was when the body ( transector ) bonded with Ginrai - a truck driver - the will and spirit of the human mind was more difficult to overcome and possessed a much bigger threat to his ambitions.
Ginrai the transector was meant to be the body for the revived Optimus ( Convoy ) but was stolen by Devil Z. His body was hidden on Earth with other transectors in time for Devil Z plan to conquer Earth.
However when Ginrai bonded with the transector Devil Z did not realise the strength and will of the human mind that would oppose his plans. In the end Devil Z is destroyed and the humans are no longer bonded to the transectors who developed their own personality free from Devil Z control
