In what way? You face a large number of enemies that use some mix of ice, rock, psychic or simply very powerful attacks. Zubat's stats aren't that great. In the early games it's not even capable of using Fly. Confusion and poison are of limited use against a lot of enemies and before long you'll find yourself wanting to switch out for much more powerful options.

Zubat/Golbat is the most annoying Pokemon ever, but Electrike/Manetric in Ruby & Sapphire is a close second. They're fast, and somewhat hard to escape, suually sport Spark, and just ATTACKING one will paralyze your fucking Pokemon! (even IF you kill it in one hit; it'll still paralyze your Pokemon post-mordem). I never had to carry so many fucking Paraylz heals and Cheri Berries as I did in Hoenn. Fuck! Why did Zubat and Golbat have to be in every single game? Golbat has a lot of speed, so if your pokemon are not at a high enough level, escaping is a pain. The least they could do now is put Crobat in the game as a wild pokemon.

Every single Zubat you meet is an advertisement for Silph's Repel line. Silph makes sure that no town near a cave, not even one like Cerulean where the tourism industry is hurting due to large Zubat populations, would attempt a Zubat extermination, because a few payoffs to politicians and bureaucrats to obstruct extermination is nothing compared to the money they make off of any single product in the Repel line. Every other Pokémon, except maybe Tentacool, has had exterminations. Not Zubat.
