@achabotte When you push a parked car, you're not only scratching a bumper. You are putting strain on the axles and transmission. If they have a parking brake on, you are also putting a strain on and wearing that out. Everyone knows a transmission problem on a car is a very pricey fix. If he is going to be late for work, he should think about the possiblity of not gettting a good space and leave early so he can compensate for the time he spent looking for a space.
