there was no glitch, it's just the way that the model is made, that part of the head and the body are two different primitives, or prims, they didn't even meet up improperly, it's just an oddity that somehow you think is a glitch.

This is a glitch because it's not supposed to happen.

The bones that create movement in the mesh got stuck, or did not receive the commands properly thus only one bone was moving:

i think that's because nintendogs is one of the first nintendo ds games and its really hard to animate dogs especially their fur XD

and it only happened after i hadn't taken care of them in a while.

The neck does that because the dog is trying to go through the mad animation. Whenever they're mad, their heads go down.
