Besides being a hitman he's a psycho too. Most professional hitmen try to stick to killing their target not loads of innocent people along the way. Unessecary kills is not the way of a hitman unless they want to end up in prison on suspiecion of tons of other murders, and none carry some coin to ask people to make a call.

There was absolutely no need for Chigurh to kill Carla Jean.He got to keep the money,had killed his employer and Carson Wells and his mission was a success.Since Llewelyn was dead anyway his threat to him regarding his wife was nullified and pointless.

Carson Wells was hired because the man who hired Chigurh realized he left too many bodies and wasn't the discreet type they needed.He realized he has hired a "loose gun" and therefore wants Carson to kill him and clean up the mess in his wake.
