@That0ne6irl don't be ridiculous, during beginning of the arracar threat SS sent rukia, 4 lieutenants, and Hitsugaya. Rukia is pretty much lieutenant class, but Byakuya never let her get promoted for safety reasons. Ikkaku and Renji are pretty much captain class with their Bankai. They knew Ichigo was already double captain class, and they knew former captain Urahara owns a shop at KT. With 5 captain class and 3 lieutenant class shinigami, they thought they covered all their bases.
