I don't think it is that we have this impression that North Korea as a whole is poor (although there are poor people in NK). It is more like we get the impression that the people are oppressed. NK is considered to be a third world country in terms of political and civil rights. Their people are also fed government propaganda their whole lives. So can NK become powerful? Yeah. Do we want them to? No. Who the hell wants North Korea's 'values' to spread? Not me.
