I recommend Helge Fauskanger's online tutorial on Ardalambion for Quenya and Thorsten Renk's "Pedin Edhellen" online course for Sindarin. These are more up to date with current Tolkien linguistic scholarship than the books in print that I've seen.

no Quenya was spoken by the high elves.
Primitive elvish is called Quendian which became Eldarin and from that became Quenya.
