@DarkRayden666 That's because Jigsaw died at the end of Saw III, and with Hoffman, he created a monster. Instead of trying to teach a lesson, Hoffman just wanted to destroy the people who he felt didn't deserve to live. Jigsaw's message was warped into the opposite of what he wanted.

@AdalHRivera I think that the device was attached to her neck, so if she moved her head and neck, the device would still follow. Also, I don't think that it was made to hit a specific point. It just needed to go fast enough to cause enough damage to kill.
