Turns out there is a hole underneath the chrome trigger release button. The whole keeps people from pressing down the trigger to release the charger. Although it would be easier to lock, it would also be easier to break off and steal.
It is supposed to be water proof so I am not too concerned about water getting inside the car charge port. What is a concern though is keeping water off of the trickle charger. For that I have built a wooden box that does not allow water to get in.

The locker option for the leaf looks like a very good idea. I will contact the dealer and see if I can get a hold of one and how much it costs.
@AlfaW9 Went to a Nissan dealer and they had no idea it even existed. Were you able to get a hold of a cover? I emailed them the link you provided me, so hopefully they will start ordering more accessories soon.
is it posible to have one of the fast chargers that charges it in about 30 minutes installed at your house
