Are you playing Penny Racers (The PAL equivalent of this game)?
Maybe it's JP only...
Anyway, I'm ordering this game (THE NTSC-J VERSION NOT THE PAL VERSION)

I hear that this game sold in Japan, and Europe, too.
But American version was canceled for some reason or another.
The title of this game in Japan, "チョロＱＨＧ３(ChoroQ HG3)".
In Europe, "Gadget Racers (PS2)".
