There's less characters too choose in this game but to play as Smithers you need to play Xbox (first one) PS2 or Gamecube then go to opions and hold L&R and you know the codes

I have that for PS2. I got almost all of the Characters unlocked except for Groundskeeper Willie, Moe and Krusty The Clown.
