There is something called Age of Consent ! Jews have it at 12 yrs. of age and American think it is 18. In the religionish groups the age of consent is 12 years. After the age of 12 you are open to going to hell or heaven as you choose.
Another one is Jesus said the heart of the law is Justice and Mercey and on question of what you should think. You use these two items to rule on it. On the case of baby going to hell -- Is it just and merceiful to burn them in hell ? Rule on it !
