It's not. It's staff writer Drake Sather, who was hired because he did a decent Norm impression.

The lawyer was originally played by Norm MacDonald. Because he has a real job as an actor, he wasn't available at all times when they needed him, so they just got a writer to play that role.

It looks like they replaced Roger the Lawyer with someone who sounds and kind of looks like the old one Norm Macdonald. Or is it McDonald?

Yeah, her character was hilarious, but they didn't use her to her full potential.
