You have to be a party leader, You can buy FT panels from a store in your base INSIDE Tierra Gloriosa, Those a portable FT panels and can be set up anywhere, but remember, portables vanish after a while depending on what kind, heavy, light etc. Regular FT panels can be however found spread all over TG, most of the time close to troop points, if you're a party leader, then just click on one of those FT panels and select the tower you want to build. It WILL take some time.
