When a driver is going to slow down like Gilliland did, they are supposed to throw their hand up to let the drivers behind them know they're going to slow down. That's something you are told when you first get into racing. My dad told me that before I even got into a racecar. By the time you get to Cup, it should be second nature to give hand signals.
