The war actually was over, in military terms the US defeated Iraq, if you count every piece of resistance as not winning the war, then no country has ever fully defeated another country throughout history.
In 3 weeks the US destroyed 90% of Iraqi infrastructure, caused its government to disband, its military defeated and most of all it was occupied by the US. A country that has been occupied has been defeated, its as simple as that. Of course their will be resistance. Always is.
