Its just the rating system over here for movies. R means you can't see it if you are under 17 unless you go with your parents or an adult. NC-17 means no one under 17 is allowed to see it at all. Like basically no movies are rated NC-17, so that would have been ridiculous for this movie.
Ahh thnx in england duno if u noe but things are rated like PG(Parental guidance) where its not tht bad and thn uve got 12A no under 12s unless der wid an adult and thn theres all different age groupes like tht
