if you look at actual documented numbers places with MSN when stacked against places without MSN have consistently higher euthanasia rates. People can go to saveourdogs to see the numbers for themselves. Both the ASPCA and the AVMA oppose mandatory spay/neuter

mandatory spay and neuter has NEVER worked. Voluntary, low cost spay and neuter programs on the other hand has proven to be successful.

If I was President Obama, I would send most of the taxes to hospitals and animal shelters.
