It belongs to a movement that started toward the end of the 80s with bands from the likes the Butthole Surfers and Ministry themselves, after which more Awesome bands such as NIN, Alice in Chains, Jane's Addiction, Melvins etc followed on. Phrygian mode used on distorted guitar = Metal
Blast beats on the drums = Metal
Alternating flat 2nd and minor 3rd on guitar (starting @3:28) = Metal
Slayer took many of their influences from punk also, but guess what,
Slayer = Metal
