Is that a crow of a properly mature rooster? Or is it an adolescent?

I keep wondering how this sub-species could have evolved such an unrooster-like crow. Perhaps a population of them were subjected to over-hunting, so that only those not easily detectable by hunters survived--resulting in this breed?
