for a smash you need to have the ball atleast 7-8 inches high in the air.

How do you know when to smash and when to use the forehand loop?

If the ball is above net height you can smash away, but if it lower than table height you really have no choice but to loop. It also depends on what type rubber you are using.most great flat hitters use pips out and take the ball right off the bounce. Loopers back off the table and let the ball drop when they are going for a super loop or loop kill.

is the spin balls that are harder to smash

but even that is possible to some extend

Right, but smashes are handy when your opponent screws up or makes a weak return. You smash it to push them away from the table. This cuts off quite a few angles of attack and if you smash right, the only type of return they'll risk is a lob. At this point you have a very good chance of winning the game.

The most important aspect of the smash? A flat spin-free hit that pops up pretty high and moves away from the table.
