Tirona is from Imus. Chavacano is only spoken in Cavite City and Ternate. But the image of the Porta Vaga is in Cavite City. And that fiesta is coming in November. I will have to check on members who still speak Chavacano in their households if the poem is in their language.

Chavacano is also widely spoken in Zamboanga, and it can be found isolated in some other spots in Mindanao among the mestizo chinese-malayo families mainly, and it is now extinted in Manila (but I keep several texts in chavacano of Manila). Anyway good luck with your checking, chavacano is seldom spoken in Cavite by people under 35 years, it is more popular in Ternate, you may have more chances there.
If it was in Chavacano, Tirona must be ahead of his time. It was not accepted to write in Chavacano in his time. The poem is about one hundred years old. Tirona was a college boy, a young voice of the Philippine revolution. He was eyed to be in Aguinaldo's office, but his career was cut short when he caught pneumonia (that was after reading his poem on Rizal in Luneta and taking that long cold ride to Imus along the coastal roads of Manila Bay).
I have clips of Chavacano poetry but it's in facebook. They are in fact from an interview with the last Chavacano poet of Cavite City.

The language is spanish, it was a bit difficult to understand so that it seemed chabacano to me.
