if you don't have a torch, set your broiler to high, set a rack 3-4 inches awy from it. Put your brulees on a cookie sheet, top each one evenly with 1 TBSP white or light brown and broil until dark brown. Let cool for 2 minutes and serve...

yes he did burn the sugar,the fool, what you do is you cover with sugar then tap out the excess, then torch
