The TV has nothing to do with encoding. Computers do the encoding right from the camera... TVs decode and recording devices like PVR, DVR, DVD, Cable/Digital Boxes, even old VCRs are placed in line BEFORE the signal gets to the TV. If anything, the digital processing would allow the station to REMOVE the glitch before airing.
Furthermore, what model of TV has an output? What would it output to and why?
