Non-paying Homeowners are just as likely to have suffered loss from medical bills, prolonged illnesses, death, and being UNABLE to SELL the unit because of complications caused by HOA litigations that lock out sales and purchases/lending. Does non-payment of HOA dues also exclude you from access to and exercise of your civil and human rights?

incredible! Pay your HOA dues and you'll eliminate this problem! What makes you special to not pay your dues while your unit is up for sale? Do you have some special circumstance that exempts your from you obligations? Is there a reason you are special and have been given the right to re-write the rules? No one likes taxes. No one likes dues. But fortunately most people (unlike yourself) take care of their obligations.
