Also, its like when you have COX and they do emergency system test, because theres an alarm and then a voice.Neat concept, though a bit creepy.

None. This needs to be hooked up to some kind of AUDIO source, i.e, a voice evacuation panel. Voice evacuation panels feed audio from the panel to the speakers.
