Every newcomer should start from the bottom because they are starting out. you can't favor one over the other until they've put in their time with the company. Once their time is put in then you can start deciding who to move up. That's what all the companies do. you put in your time, get evaluated, then a decision is made on whether you get promoted or not. Why should WWE do it different?
