It isn't the blower motor. My TJ is doing the same thing,but I'm living with it. If you take the switch panel out and disassemble the switch it's self, the switch operates by a ball bearing rolling over different contacts. Horrible design, ahha! A new switch panel should cost about 60$ on Ebay.
@calrain07 Yes, it is the Blower Motor Resister, I got it at Autozone for like 12.99 theres lot of DIY instructions around that are super detailed on replacement.
