As long as her Skirt/dress is to the knees and loose fitting it is considered Modest and if her elbows are covered (Which to me a shot sleeve shirt is not an issue or modest Shorts [Bermuda or clam diggers for men or women]), and for men, long shirts and pants (like I said Bermuda or clam diggers and Short sleeves are OK).

Thank you Nir Oren. Very nice video. Every time I visit Jerusalem, I also visit Mea Sharim. I like to walk through narrow streets especially on Friday night, where you can hear through open windows Shabbat prayers and singing in various niggunim(tunes).
