I know a master Honda can do better but, its kind of crap that a character should struggle to even have the opportunity to do anything at all !

Round Two, Honda didn't even get close once, because of fireball ranging.

True, but almost half the fighters in SSF2 loses to Honda badly, especially Zangief and Hawk, they can almost never get close. Honda beats non fireballs fighters, but Honda loses terribly to fireball fighters.
