If military and governemts aren't clever enough to protect their own systems from external penetration then they have left themselvs wide open to this sort of thing. This extradition treaty would mean that you, as an American, could not be tried for this by your own government because of your civil rights. Because of this unequal treaty they can demand someone with no evidence. Hey people. Look up Victor Faur. He's a Romanian that broke those NASA, NSA and Navy servers some while ago. The USA asked for him to be extradited to USA. My government did not agree. All he got here was 1.5 years with suspension plus a $200.000 fine. If he would have been extradited to US he would have spent something like 54 years. Hehehe. He's a national hero around here.
