There's always negative people in every country, even Japan. I have never seen a rude Japanese person but there is obviously some rude fellas. The most impolite events that happen occasionally would probably be school. Multiple people talk, text, make sex jokes, and throw stuff across the room, It greatly annoys me for i'm in a classroom and i'm trying to learn. to say that ALL Japanese people are polite would be a little bit of a stretch. There are bad seeds everywhere. In this case, you are dealing with younger people, students and I seem to remember being quite an ass and not care about what other people thought at that age. With age, sometimes, that changes. Not saying it would have worked necessarily, but had you tried just going over there and calmly asking for them to lower their volume, rather than shouting the Japanese equivalent of "STFU"?

I can relate! The girls in the dorms at Kobe College are up until ungodly hours of the night talking and laughing and I haven't slept in the three months since I've gotten here :P I always yell だまれ! but it doesn't seem to help much.
When I went to Tokyo I was surprised how impolite people were compared to Kansai (not saying Kansai people are horribly polite either) but I thought Tokyo people were kinda extreme.

Its been really bad lately even though this week is finals. But people should really be a little more considerate when others are trying to sleep. Especially if they plan to be loud TIL 6 IN THE MORNING.
