Technically, they do, seeing as the definition of "combo" can fit, and also, in training mode, it has a counter for combos, which in smash bros is basically any string of attacks nearly unavoidable by the opponent

Awesome vid man, I just recently got into brawl and its really cool to see someone that digs falcon as much as I do and is actually good with him. Just asking but is this normal physics or brawl+ (w/e that is) cuz i heard that double flip kick -> knee / double knees were damn near impossible now. Shoot, I'm happy if i land a simple knee.

Yeah. Just look at Dan Hibiki. And think of a Falcon Punch as a Shinku Gaodouken. It's got no range, horrible startup, and utter humiliation and pain for anyone who's hit by it. It's not quite as manly as a Falcon Punch, but then again, it's hard to find anything more manly than a Falcon Punch. Or a Knee.

Tiers aren't really allocated to a characters "power", but to their utility. Falcon's on a low tier because all he has is melee attacks, but that doesn't mean you can't pwn as him.
